At its heart, the glory of the gospel - the value of the gospel - is that it provides complete forgiveness of all sin for the sinner who embraces the gospel. And the forgiveness that God provides for us is so comprehensive that it removes from the believer all defilement, all shame, all guilt, all punishment forever and replaces it with righteousness, security, and eternal reward. This is the gift of forgiveness. It is inviolable, it is irrevocable, nothing and no one can cause the forgiveness of God granted to the believer to be taken back, to be rescinded.

The answer is no. Forgiveness is one thing; reconciliation is something else. Reconciliation requires forgiveness, but forgiveness does not demand reconciliation. Forgiveness depends on you. Reconciliation depends on you plus the other person. It implies confession, repentance, forgiveness, restoration of trust, and the passage of time plus a mutual desire to reconcile. Often it is not possible; sometimes it is not wise.

In our text today, the Apostle Paul, under the inspiration of the HolySpirit, is writing to Timothy, a young pastor who was leading a church in thecity of Ephesus in Asia Minor. The date of the letter is somewhere between 62and 67 AD. Paul has just been released from his first imprisonment in Rome. Soonhe will be arrested and martyred, and as he writes this letter to his friend anddisciple Timothy, he knows that he will soon die. These are Paul's final wordsto Timothy, the Church, and to us. He shares the concerns of his heart as heprepares to cease his ministry, reminding Timothy of the fundamental truths ofsalvation that Timothy needs to believe and teach as Paul's successor.Paul begins this section by stating in verse 15, "Here is a trustworthysaying that deserves full acceptance. . ." When he says it is a trustworthysaying, he is telling Timothy, and us, that what he is about to say is true. Nowwe know that everything that Paul spoke, as recorded in the Bible, were truestatements, but this one he knew would be doubted so he says beforehand, withemphasis, "It is true!" And for added emphasis he adds the secondpart, that "it deserves full acceptance." In other words you mustbelieve it Timothy! This phrase of introduction is used only three other timesin the entire New Testament. And only one of those three include the secondpart, which demands our belief of what is about to be said.So the truth of 1Tim 1:15-16 is so unbelievable that the Holy Spirit, throughPaul, had to warn us in advance that we would have a hard time believing it.What is the truth that is going to be so hard to understand? It is theunbelievable truth of the extent of God's Total Forgiveness available throughthe Gospel of Jesus Christ. There are three elements involved in this almostunbelievable process of forgiveness--the Savior, the Sinner, and the Salvation.I. THE SAVIOR

The estimation methods herein largely follow our previous brief on student loan debt forgiveness, along with some updates to accommodate the new details released by the Biden Administration. Our previous brief also provides additional background into existing income-based repayment programs.
Table 1 reports the 10-year budgetary cost estimates for the student loan forgiveness portion of the Biden proposal. The $468.6 billion cost in 2022 corresponds to loans only for students who have separated from eligible post-secondary education and no longer have their debt payments deferred. The $519.1 cost over the 10-year budget window includes students currently enrolled in college with loan deferral status as well as future students during the budget window. This new program will likely target lower income households even more than loan forgiveness noted above. However, assigning the new IDR gains to specific income groups with reasonable accuracy requires the use of confidential data and an associated mandatory external review period.
